Is the bulb replaceable?
With a COB LED there is no bulb technically but rather a light panel. That said this type of LED has over 100,000 hours of service.

why is there a Warning on the box? I went to the sight it suggested and could not find out where the hazard on these flashlights is. It says kids love them, are they safe for kids to use?
The Proposition 65 warning is required in the state of California to advise of toxic materials contained in any product sold. In all of our products, there is a tiny amount of lead solder on the circuit boad where the batteries connect to the electronics inside. In normal use, you'll never come in contact with this. They are safe for anyone to use.

How do you make it gloe?
The flashlight needs to be placed in direct sunlight or a very bright light for 30 minutes.

What are the grips/handles of the glow in the dark flashlights made from. Latex allergy. Do not want to touch if made from natural rubber. Are they made from silicon or rubber?
They are not made from actual rubber. It is a silicone based material.
